Tyndale Commentary: “Life (i.e. eternal life: the idea is parallel to entering the kingdom of heaven in v. 21) is not found by following the crowd, but by a deliberate and costly decision.”

The choice to follow Christ is “a deliberate and costly decision.”  Yes.  It is.
